Communication between parents and teachers should be ongoing through:
● Parent-teacher conferences
● Frequent reports to parents on their child's progress
● Reasonable access to staff and opportunities to volunteer
● Opportunities for parents to participate in school decisions through the school based decision making council and committees
Parent/Guardian: I will show my child I value his/her education each day. Therefore, I will:
● See that my child gets to school on time, dressed properly, well rested and well fed
● Frequently ask my child about his/her classes, review progress reports with my child and check my child’s assignments
● Make a time and place for studying at home

Shannon Johnson is a Schoolwide title 1 Program school. Our teachers are committed to building a strong parent-family and school partnership that will allow us, as parents and teachers, to work together to achieve maximum success for all students.
We realize that you, the parent, are your child’s first and most important teacher. Educational research has proven that parent’s continued involvement is essential for student success. Therefore, this policy has been developed to support the building and continued strengthening of partnership between our parents and the school.
- At the beginning of the school year, parents will receive Shannon Johnson’s parent and family engagement policy in their child’s folder.
- Upon request, during the Family night event, the Title 1 coordinator, delegate, or principal can provide information and answer questions about the Schoolwide Title 1 Program. Also, informational letters will be sent home at the beginning of the school year explaining Title 1 so parents can read at their own leisure. Contact people will be included and questions are encouraged to be asked.
- Description of the program and activities provided with Title 1 funds
- Distribution of material if needed.
- An invitation to come and visit and assist in the classrooms. Must have confidentiality training.
- Signing and returning the Home/School compacts within the first month of school.
- Informal discussion including question and answer time on request.
3. Following the first family night with parents, further contact will continue:
- Parents will be invited to attend Parent/Teacher conferences. Conferences will be scheduled at parent convenience (evenings, during teacher planning, or telephone).
- Parents will be kept informed periodically by One Call Now, Websites, or written notices
- Notices which require more direct contact with the parents will be communicated by telephone or email
- Information about how parents can better assist their children with subject matter being taught within the classroom will be available on Family Night events, Parent/teacher conferences, etc., upon request.
4. Principal, Title 1 coordinator, or FRC coordinator will share relevant information with Shannon Johnson staff and SBDM Council, especially that pertaining to home/school involvement.
5. Parents will be encouraged to participate in Family Nights, Parent/Teacher conferences, and other school events. Childcare will be provided at many parent training events.
6. At the end of the school year, parents will be asked to help assess the effectiveness of the Schoolwide Title 1 Program by completing the Annual Parent Involvement Survey. Teachers will welcome suggestions from parents on what the school can do to make home/schools relations better. Ideas/suggestions are an important part of this evaluation and are the school’s main means of knowing what the ideas, strengths, weaknesses, and concerns that parents may have about our school.
7. Parents will receive assessment results at least three times per year. Among these assessments are the following: Fountas & Pinnell (F&P) Benchmark Reading Assessment and iReady diagnostic assessment. The F&P reading assessment is conducted three times per year on all K-2 students and it is used to determine independent and instructional reading levels. In giving these diagnostic assessments teachers can observe and quantify specific reading behaviors, and then use that data to plan meaningful responsive teaching. The iReady diagnostic assessment is a universal assessment given to all students in grades K-5 and it assesses student performance across the key domains in reading and math. School personnel will offer explanations of assessment results as needed through parent teacher conferences and other means of direct communication.

Title I - Parent and Family Engagement Policy
This Policy and the plan to implement it have been developed jointly and in agreement with, and will be distributed to, parents and family members of students participating in the Title I program. Parents and family shall be notified of the policy in an understandable and uniform format and, to the extent practicable, provided in a language that recipients can understand. This Policy shall be made available to the local community and updated periodically to meet the changing needs of parents and family, and the school.
EXPECTATIONS FOR PARENT AND FAMILY ENGAGEMENT
Contingent on confirmation of resources and other necessary information being provided by state and federal authorities, it is the intent of the Board that parents and family of participating students shall be provided with flexible opportunities for organized, on-going, and timely participation in the planning, review, and improvement of the Title I program, including opportunities to suggest modifications, based on changing needs of parents, family and the schools.
All comments indicating parent and family dissatisfaction with the Title I plan shall be collected and submitted along with the plan to the Department of Education.
The Title I program shall be designed to assist students to acquire the capacities and achieve the goals established by law, as well as the goals and standards established by the Board. Consistent with law and policy covering student records confidentiality, these goals and standards shall be shared with parents and family in a manner that will give them: (1) timely information about programs; (2) a description and explanation of the school's curriculum, the forms of academic assessment used to measure student progress, the achievement levels in the challenging state academic standards; the achievement level of their child on the challenging state academic standards assessments; and (3) if requested, opportunities for regular meetings to formulate suggestions and to participate in decisions relating to the education of their children.
SUPPORT FOR PROGRAM
If the District's Title I allocation is $500,000 or more, the District shall reserve not less than one percent (1%) of its allocation for the purpose of promoting parent and family engagement and shall distribute to Title I schools not less than ninety percent (90%) of the reserved funds with priority given to high-need schools. Parents and family of participating students shall be provided the opportunity to help decide how this portion of the Title I funds will be allotted for parent and family engagement activities.
The District will provide coordination, technical assistance, and other support necessary to assist schools in planning and implementing effective parent and family engagement activities to improve student academic achievement and school performance. These measures may include, but shall not be limited to, the following:
Designation of resources to assist in communicating with parents and family, transporting them to meeting sites and/or implementing home visits, providing child-care for meetings, encouraging them to use available parent and family resource centers, and working with them to improve parenting skills, particularly those that will assist them in working with their child to improve his/her educational achievements. Resources may include individuals, agencies, materials, and services.
Sharing options for coordinating and integrating Title I program strategies with services of other community programs, businesses, and agencies.
Identification of ways in which parents and family can be engaged in staff training activities to demonstrate the value of parent and family engagement and various techniques designed to successfully engage parents and family as equal partners in their child's education.
Making a good faith effort to convene an annual meeting at a convenient time to which all parents and family of participating children shall be invited and encouraged to attend for informing them of their school's participation in and requirements for Title I programs and of their rights to be involved.
Designing and conducting an effective annual evaluation process whereby parents can share their ideas about the content and effectiveness of this Policy in improving the academic quality of schools receiving Title I funds, and the plan designed to implement it. The process shall focus on the following questions: Does this Policy increase parent participation? What barriers to parent participation still exist, and how can they be reduced or removed? The findings produced by the annual evaluation shall be utilized to design strategies for school improvement and for revising this Policy, if necessary.
In the design of activities and materials for parents, particular attention shall be given to reaching and involving those who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background.
SCHOOL POLICY
Each school shall submit to the Superintendent and Board, for review and comment, its Title I school parent and family engagement policy, which must meet all legal requirements, including a school-parent compact developed in keeping with legal requirements. This Policy shall be developed jointly with, and distributed by the school to, parents of participating students. A copy of each school's parent and family engagement policy and accompanying checklist shall be kept on file in the Central Office.

Dear Parent or Guardian:
The educators in Madison County Schools are committed to providing a quality instructional program for your child. This letter is just one of the ways of keeping you informed of the educational commitment of our schools and our district.
Our district receives federal funds for Title I, Part A programs as a part of the Every Student Succeeds Act (ESSA). Under ESSA, you have the right to request information regarding the professional qualifications of your child’s teacher(s). If you request this information, the district will provide you with the following:
1. Whether the teacher has met the state requirements for licensure and certification for the grade levels and subject matters in which the teacher provides instruction;
2. Whether the teacher is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived;
3. The baccalaureate degree major of the teacher and any other graduate certification or degree held by the teacher, and the field of discipline of the certification or degree; and
4. Whether your child is provided services by paraeducators, and if so, their qualifications.

Dear Parent or Guardian:
Sections 1112(e)(2)(A)-(B) of the Every Student Succeeds Act (ESSA) requires the following regarding testing transparency.
(2) TESTING TRANSPARENCY.—
(A) IN GENERAL. – At the beginning of each school year, a local educational agency that receives funds under this part shall notify the parents of each student attending any school receiving funds under this part that the parents may request, and the local educational agency will provide the parents on request (and in a timely manner), information regarding any State or local educational agency policy regarding student participation in any assessments mandated by section 1111(b)(2) and by the State or local educational agency, which shall include a policy, procedure, or parental right to opt the child out of such assessment, where applicable.
(B) ADDITIONAL INFORMATION. – Subject to subparagraph (C), each local educational agency that receives funds under this part shall make widely available through public means (including by posting in a clear and easily accessible manner on the local educational agency’s website and, where practicable, on the website of each school served by the local educational agency) for each grade served by the local educational agency, information on each assessment required by the State to comply with section 1111, other assessments required by the State, and where such information is available and feasible to report, assessments required districtwide by the local educational agency, including—
(i) the subject matter assessed;
(ii) the purpose for which the assessment is designed and used;
(iii) the source of the requirement for the assessment; and
(iv) where such information is available—(I) the amount of time students will spend taking the assessment, and the schedule for the assessment; and (II) the time and format for disseminating results.

What does that mean?
What is Title I?
- It is the largest federally funded educational program.
- It provides supplemental funds to assist in meeting student’s educational goals.
How Title I Works
- Federal Title I funds are allocated to states and then to school districts.
- School districts identify schools that are eligible to receive funds.
Types of Title I Programs
- Schoolwide Program
Schools with 40% or more of its students from low-income families can develop schoolwide Title I programs to serve all students. Schoolwide programs can combine Title I funds with federal, state, and local funds to improve school programs.
- Targeted Assistance Programs
Schools with 35-39% of its students from low-income families can have a Targeted Assistance Program. These schools will work out a plan to make sure that children served by Title I meet Kentucky’s achievement standards. Targeted Assistance Programs cannot combine federal, state, and local funds.
